Biography

I qualified as a doctor in 1970, after having studied medicine in Russia. Since qualification I have worked in Eire and the UK. I did various jobs in general adult medicine as a Registrar, training in Accident and Emergency medicine for a considerable period, then worked in Paediatric Surgery covering Accident and Emergency medicine and worked in a Paediatric Cardiac Surgery department. I was later trained in Paediatric and Adolescent Medicine and worked as a Paediatric Consultant. My major training was in Paediatric Neurology and Neurodevelopment. (See below) I obtained various higher qualifications such as the Diploma in Child Health (DCH), Diploma in Obstetrics and Gynecology from the Royal College of Obstetrics and Gynecology (DRCOG), and the MRCP. I became a fellow of two Royal Medical Colleges - FRCPCH from the Royal College of Paediatrics and Child Health and FRCPS from the Royal College of Physicians and Surgeons of Glasgow. I am a medical educationalist and a researcher and have published widely. Most of my publications are related to paediatric neurology and child development topics. In the past 13 years I have worked as a First Contact Physician in Harley Street and I am the Executive Medical Director of Medical Express Clinic. For this reason I did two Masters (MSc) modules in Neurology and in Musculo-skeletal Medicine which also included trauma medicine. Over the years, I have specifically trained myself in medico-legal report writing; I belong to the Medico Legal Society and attend meetings at the Royal Society of Medicine. I have also been trained by the Judicial College in industrial injuries and in recognition of dating scars and injuries. I have been sitting as a panel member on industrial injury cases and acquired in-service training and experience. I examine patients (appellants) to assess industrial injuries at the Appeals Tribunal. This continuing experience is valuable in my current role at Medical Express Clinic. For 15 years, until April 2015, I was a Senior Medically Qualified Tribunal Member in the First-Tier Tribunal dealing with disability and industrial injuries cases at HM Courts & Tribunals Service. Later, the Judiciary appointed me as a Regional Medical Appraiser with District Judge status and I am sworn. I attended the Tribunals Service for one day a week at that time, and in addition I carried out appraisals of other doctors working for the Tribunals Service. I sat in and watched how other tribunal teams worked and discussed their cases - this gave me vast experience which is useful for the work I do at the Medical Express Clinic. Now, since April 2015 I have retired from the Judiciary work. My specific expertise is on writing medical reports on victims of torture and in paediatric neurology and child developmental issues. I am also an expert in vaccine damage issues and toxin damage including allergic and environmental damage to the brain. a) I have written more than 600 medico-legal reports including reports on victims of torture and medical negligence over many years. My legal training given by the Tribunal Judiciary also assists me in writing medical reports. b) I examined scars for Tribunal Services and over the years with training from Tribunals Services have become proficient in recognition and in considering the causation. However there is no way scientifically to establish confidently how an injury occurred to cause a scar. Scars caused by trauma and other means cannot be differentiated on clinical grounds. c) I organised and ran a Course in Medical Report writing for Bond Solon – The Legal Training Company. Many years ago I also attended training at Royal Society of Medicine on Courtroom skills. I update my skills in medico-legal work by reading and attending CPD courses. Having worked as a Consultant I have prepared at least 100 medico-legal reports for Courts on child abuse cases. I have attended Courts to give evidence. d) I was appraised by Tribunal Services for 6 years when appraisals began and I was assessed as being competent in examining people who are victims of accidents claiming industrial injury benefits. I received regular in-service training by the Judiciary. I was appointed by the Tribunal Judiciary as a District Medical Appraiser and also had training on this aspect of my work with the judiciary. This appointment gave me District Judge status.
